Project Description
The Livingston Street Transportation Improvement Project is a multi-modal enhancement project that will create/improve pedestrian, bicycle, transit, and vehicle facilities along Livingston Street in the Town of Tewksbury, Massachusetts. The scope includes 4,100-feet of sidewalk along Livingston Street between East Street and Roy’s Way. The new sidewalk will connect existing sidewalks on East Street and Livingston Street. Livingston Street will be resurfaced to improve the ride quality for vehicles and cyclists. Bike lanes will be provided where there is sufficient public right-of-way. Where such space does not exist, Shared Lane Markings will be added to the roadway to improve cyclist safety. Crosswalks will be added at various locations along the roadway to allow for pedestrian access to the new sidewalk. Crosswalks will be equipped with Rectangular Rapid Flashing Beacons (RRFBs), which are pedestrian-actuated LED-array-based conspicuity enhancements used to improve safety at uncontrolled, marked crosswalks. New bus shelters will also be provided at key locations along Livingston Street.
The project will address the issue of connectivity by bridging a significant gap in the Town’s sidewalk network. Bridging this gap will connect the essential facilities in town including the Tewksbury Recreational Complex, State Hospital campus, Senior Center, Public Library, and Tewksbury Housing Authority elderly and affordable housing properties. This project will address pedestrian and bicycle safety along this roadway by providing safe sidewalks, bicycle lanes, and sharrows. The project will improve access to the LRTA bus route along Livingston Street and provide bus shelters to keep transit users protected from the weather while waiting for the bus. Lastly, the project will improve rideability of Livingston Street by creating a smooth riding surface for both motorists and cyclists.
The project received a $850,000 FY24 Community Project Funding Grant from the U.S. Department of Housing and Urban Development (HUD). Congressman Seth Moulton was instrumental in securing this funding on behalf of the Town of Tewksbury.

The Town of Tewksbury has prepared an Environmental Assessment (EA) under the National Environmental Policy Act (NEPA) and has issued a finding of No Significant Impact. The EA and Notice of Finding of No Significant Impact/Intent to Request Release of Funds can be found by navigating to Project Documents on this webpage. Alternatively, a hardcopy can be viewed at the Tewksbury Department of Public Works, located at 999 Whipple Road, Tewksbury, Massachusetts 01876 and can be examined and copied weekdays 7:00AM to 3:30PM.

The project is currently in the preliminary design stage. Environmental Assessments are pending. Construction dates are to be determined as the project progresses through the design, permitting, and environmental review process.
