Project Description

The purpose and need of the project is to make safety improvements at the intersection of Shawsheen St, Patten Rd, Foster Rd and Beech St which would include simplifying vehicular movements, providing a consistent roadway cross section, reducing excess pavement, improving pedestrian accessibility, providing multi-modal alternatives for the Heath Brook Elementary School, and reducing school-related and through conflict. Shawsheen St serves as a primary east-west corridor between Route 38 in Tewksbury and Route 129 and Route 3A in Billerica. The roadway is in need of pavement reconstruction due to excessive use and poor drainage. There is a lack of existing bicycle facilities throughout the corridor and substandard pedestrian facilities with absent ADA/AAB-compliant curb ramps. The project extends 1500-feet along Shawsheen St from west of Patten Rd to Ronald Dr to the east. Two 11-foot-wide travel lanes are proposed with 2-foot wide shoulders, a 10-foot shared use path with grass buffer, where feasible, along the south side and a minimum 5.5-foot wide sidewalk along the north side of the roadway within the project area. The project will realign the intersection of Shawsheen St and Patten Rd into a separate intersection which will provide additional and enhanced safety and sight distance. The proposed profile along Shawsheen St will be reconstructed to meet current design speeds standards.

Project Updates

October 9, 2025

A Project Informational Meeting is scheduled for Monday, October 27, 2025 at 6:30PM at Tewksbury Town Hall in the Main Hall.  The purpose of this meeting is to discuss the proposed reconstruction of Shawsheen Street, Foster Road, Patten Road, and Beech Street.  This meeting is an opportunity to learn about and comment on the planned transportation improvements including traffic safety enhancements, bicycle accommodations, and sidewalks.

The project is currently in preliminary design.  A Public Informational Meeting is anticipated later this year.  Construction is currently targeted for FY2030.

This information will be updated during the construction phase of the project.

Anticipated Construction Dates

This project is currently programmed through the Northern Middlesex Council of Governments (NMCOG) on the State Transportation Improvement Program (STIP) for construction in FY2030.

Monday to Friday from 7:00AM to 3:30PM, excluding holidays.
