Two documents are required to file for an abatement when the vehicle was sold or traded. The documents required are Bill of Sale (with VIN number on it and signatures of buyer and seller) AND plate cancellation receipt from Registry of Motor Vehicles or new registration if the plate transferred to another vehicle. If you have a DV plate or have a letter from the Registry of Motor Vehicles (Medical Affairs Department) stating you are eligible to receive a DV plate, but choose not to have one you may be eligible for an abatement.
If you already have a letter from the RMV stating you are eligible to receive a DV plate, please upload the letter to apply. If you do not have a DV plate or a letter from the RMV please contact the RMV Medical Affairs Department at Phone: 857-368-8020 to find out if you are eligible and to receive a letter. You can apply once you have received the letter from the RMV.

The required documents are an Insurance Settlement Letter AND a plate cancellation receipt, C-19 Form (Affidavit of lost or stolen plate from RMV) or new registration if the plate transferred to another vehicle. Please note, the Insurance Settlement Letter must show that the insurance company has taken possession of the vehicle. Two documents are required to apply for an abatement when an owner has moved out of Tewksbury, but has remained in Massachusetts. The required documents are proof of residency before January 1 of tax year bill (e.g., utility bill before January 1 of tax year bill, voter registration, lease) and proof the Registry of Motor Vehicles (RMV) was notified of address change before January 1. Note: You are not entitled to an abatement if you moved to another Massachusetts city or town during the same calendar year of the excise tax. You must notify the RMV within 30 days of moving and before January 1 to be billed by your new city or town next year. If you have moved from Massachusetts, canceled your MA plate, and have re-registered your vehicle in another state, you may be eligible for an abatement. Two documents are required to be submitted with this abatement application. The documents required are the MA plate cancellation Receipt and your registration from your new state.

This exemption is available to a person who has suffered either (a) an actual loss of or a permanent and complete loss of use of both legs or both arms or (b) a permanent vision impairment of both eyes of the magnitude set out in Ch. 60A section 1.
This exemption is restricted for each handicapped person to one vehicle at a time, owned and registered by the person for personal, non-business use.
