Fiske Street Sidewalk Improvements

Detour Information
Beginning Monday September 18, Fiske Street will be closed to through traffic Monday through Friday from 7am until 3:30pm to allow for the safe construction of the sidewalk. The road will always be open to emergency vehicles, trash trucks, mail delivery, school buses, and local residents. Detour signs will be posted along the detour route. The detour will be in effect until the project is completed in November.
Project Description
The Fiske Street Sidewalk Project includes the design of sidewalks along Fiske Street and Andover Street to fill in network gaps. There is approximately 1,000 feet of existing sidewalk along the west side of Fiske Street between Bridle Path and Scotland Drive. Approximately 750 feet of five-foot wide sidewalk will be designed along the west side of Fiske Street from Bailey Road to Bridle Path. Approximately 1,600 feet of new five-foot sidewalk will be designed along the west side of Fiske Street from Scotland Drive to Andover Street. Approximately 439 feet of new five-foot wide sidewalk will be installed along Andover Street to the westerly crosswalk for the Loella F. Dewing Elementary School. There are four side streets along the eastern side of Fiske Street: Chivas Circle, Penny Lane, Maplewood Road, and Woodcrest Drive. New ADA compliant crosswalks will be designed across Fiske Street to these four side streets. The new and existing sections of sidewalk will extend the existing sidewalk network on Andover Street towards River Road to the municipal boundary between the Towns of Tewksbury and Andover. This network extension will provide pedestrian accommodations to over 100 homes in the Fiske Street neighborhood. Pedestrians will be able to safely walk to the Dewing Elementary School or the commercial uses along Andover Street, which include restaurants, retail stores, and office buildings.
Fiske Street is classified as rural minor collector that connects Andover Street (Route 133) in Tewksbury with River Road in Andover. Adjacent to the Andover Street and Fiske Street intersection is the Loella F. Dewing Elementary School, serving graded K-2, and the Ella Fleming School. Also located at the Andover Street and Fiske Street intersection is the Tewksbury First Baptist Church and Rising Stars Academy, which is a pre-school facility. There are two Lowell Regional Transportation Authority (LRTA) bus stops near the intersection of Fiske Street and Andover Street for Route #11. The LRTA buses travel along Andover Street between the Gallagher Intermodal Terminal in Lowell to the IRS facility in Andover. The north end of Fiske Street crosses into the Town of Andover and intersects with River Road. Near this intersection there are two separate developments totaling over 300 apartment and condominium units, half of which are designated senior living (Riverside Woods 62+). Historic traffic counts show that Fiske Street experiences approximately 3,000 vehicle trips daily. Much of this is cut-through traffic is from the Andover developments, described above, to I-495, which has on and off ramps located less than 0.75 miles from the Fiske Street/Andover Street intersection.

Project Updates
10/2/2023
Construction crews are working to relocate utility poles and mailboxes that are within the footprint of the new sidewalk. This is necessary for sidewalk plow operations.
9/8/2023
Installation of the granite curbing has begun. Weather permitting, it should be completed sometime mid-September. Following that, the sidewalk will be installed, which is slated to be completed this fall.
8/23/2023
Construction of the Fiske Street sidewalk started strong but due to an unexpected shortage of granite curbing, there has been a delay in receiving the materials by the original delivery date and the project has been on hold pending delivery. On order for over five-weeks, we are expecting the granite to arrive the first week of September. Once that is installed, the rest of the sidewalk can be completed. The project is slated to be completed no later than November 15, 2023.

Construction of the sidewalk along Fiske Street has begun. Commencing in early July, Fiske Street will close between the hours of 7:00AM to 3:30PM for through traffic to keep the work zone safe for all. Drivers will be directed away from the work zone and detoured around to their destination. The road will be closed for the duration of work on Fiske Street, which is expected to end mid-October. Fiske Street will always be open for local traffic, mail/package delivery, trash and recycling pickup, school buses, and emergency vehicles. Depending on the location of the work zone each day, local residents may need to approach their houses from either the Andover Street end or the River Road end of Fiske Street.

The Town of Tewksbury will be receiving $400,000.00 in grant funds through the Complete Streets Funding Program to fill pedestrian network gaps between Fiske Street and Andover Street. The Town is one of sixteen communities in Massachusetts that will be receiving funds in Round 1 for infrastructure projects intended to improve travel for users of various forms of transportation.
